Opening Speaker: Paul M. Turner, Jr. is founder and Director of the North Carolina Spit Tobacco Education Program (NC STEP).
He is a former Director of Oral Health America’s (OHA) National Spit Tobacco Education Program (NSTEP). At its apex NSTEP was a national program with NSTEP Coordinators strategically placed to work in states with high spit tobacco consumption rates. NSTEP worked with Major League Baseball, Minor League Baseball, the Professional Baseball Trainers Association, the dental community, and tobacco control community to educate our youth, parents, athletes, and coaches that spit tobacco is not a safe alternative to smoking. Prior to becoming NSTEP Director Mr. Turner was the founder and first Executive Director of the Georgia Spit Tobacco Education Program. He was also a principal in developing a spit tobacco education program in Alberta, Canada. He has also served as Oral Health America’s Director of Coalition Development.
Prior to joining Oral Health America Mr. Turner was Deputy Director of the Division of Oral Health at the Centers for Disease Control and Prevention (CDC). Mr. Turner retired after a distinguished career with CDC. Mr. Turner held numerous managerial positions in CDC field assignments and at CDC headquarters in Atlanta. His reputation for being a master at developing effective coalitions was earned through organizing and implementing measles, rubella, and swine flu programs and state oral health coalitions and programs. His experience was obtained through work at the local, state, and national level. His expertise in attracting non-traditional partners to public health efforts has received national acclaim.
For his public health and voluntary work he has received numerous awards. Included among these awards have been commendations for outstanding accomplishments from the Secretary of Health and Human Services, The Assistant HHS Secretary for Health, the Director of CDC, the U. S. Public Health Service Chief Dental Officer, and the North Carolina Health and Wellness Trust Fund.
